Public service: the cultural communities under-represented

    It would almost double the number of employees from cultural communities and indigenous peoples for the québec public service to be representative of quebec society.

    According to the data obtained and calculated by VAT News, cultural communities and aboriginal peoples are 19,73 % of the active population in Quebec. However, these same two groups make up less than 10 % of the regular workforce of the public sector.

    Members of cultural communities are very predominantly in the region of Montreal and Laval. However, 50 % of public service jobs are found in Quebec and 25 % in the regions”, explained Jocelyne Tremblay, senior director of the Office of governance in human resource management at treasury Board Secretariat.

    Quebec offers to pay moving costs as soon as a person obtains a position outside of Montreal, Laval or Longueuil and that she is going to be more than 50 kilometres from the place where she lives.

    That said, the rate of hiring among cultural communities and indigenous peoples has improved. In 2012-2013, the employment rate was 13.3 %. Since then, it has increased to 15.8% in 2016-17.

    New goals must be revealed by the government in April of next year.
