“Hospital emergency departments, mirroring the dysfunctions of our health-care system “. The title of the report of the social Affairs committee of the Senate says a lot about its content. Taking care to emphasize “the high quality and the resilience of the public service of the emergency French “and the” dedication ” of its medical teams, the rapporteurs stress the need for a reform of its organization.
“[His] difficulties arise, in fact, less than [its] own organization that [his] unique position at the confluence of the shortcomings of the medicine of city and upstream of the rigidities in the hospital downstream. “The rapporteurs note that these services provide an inadequate response to shortcomings of the medicine of city.
Patients poorly oriented
The record is clear, and the doctors of the city surveyed admit : they are disengaged from the support care that is not programmed, following the end of the obligation of custody, which was decided in 2003.
The report recalls that, according to the Court of auditors, 43 % of trips to the er under the control of a simple medical consultation, in the majority of cases in which a general practitioner. And patients are not always at fault : in 32% of patients welcomed emergencies have, in the 24 hours preceding their admission, filed a request with health professionals, most often from a doctor.
The symbol of this dysfunction between liberal and hospital emergency departments : the influenza epidemic of the winter of 2016, which was crowded hospitals. The patients, finding the medical offices are closed during the school holidays, ended up in the waiting rooms of hospital emergency departments. The same applies for pediatric care that are not programmed.
