A village awards contracts to one of its employees

The village of Abercorn has been recalled to the order by the ministry of municipal Affairs after being awarded two service contracts to one of its own employees, which is contrary to the municipal Code of Québec.
In November 2015, the small municipality of the Montérégie region has awarded a contract for snow removal from sidewalks and buildings municipal manager of public works, Patrick Ewing, as a result of two requests made by way of written invitation.
The amount of the contract amounted to $ 3909 $.
At the same time, a warrant for the maintenance of the rink has been granted to Louis Schinck, for an amount of 4500 $.
No resolution
However, as Mr Schinck withdrew, this contract was again given to Patrick Ewing, the second bidder, without a resolution of the board.
After having received a complaint in this regard, the ministry of municipal Affairs and land Occupancy (MAMOT) has recently sent a letter to the directorate general of Abercorn.
He points out that” a person may not be employed by the municipality, with which it has entered into, directly or indirectly, a contract.”
Not aware
The mayor of Abercorn, Jean-Charles Bissonnette, said he was not aware of the regulations of the municipal Code of Québec at the time of the facts.
“These contracts have already been completed, but we will be careful not to repeat other mistakes like that,” he said.
The village shall inform the members of the city council of the comments of MAMOT.
