A collective formed of four organizations bringing together patients, doctors, workers and managers wants to force the political class to the dialog, on the eve of the provincial elections of 2018.

In a document listing 15 solutions, the collective wants to improve the system of health and social services for effective and lasting results.

The president of the Alliance of patients for health care (APS), Jérôme Di Giovani insists on the importance of a reform from the bottom to the top, and hope, therefore, that the political class tends ear.

“We want the government to take account of users’ and nursing staff in the reorganization of the health system. The elections are soon, if they want to get elected they have any interest in dialogue, ” he said, deploring the impact of the reforms of the minister of Health.

In fact, since the reform of the minister Gaétan Barrette, there is a high rate of staff burn-out, overloaded, according to the president of the Association of senior staff of the health and social services (ACSSSS), Carole Quenching.

The situation worsens depending on the region, illustrates it : “From 2012 to 2017 the sick leave increased by 10 % at the CHUM, 47 % in Estrie, in the executives “.

If the minister of Health has pointed out, “this is not an open war that we are launching, we prefer a dialogue that is inclusive and constructive,” said Mr Di Giovani.

    Slowness and inaccessibility

For the president of the Québec medical Association (QMA), Dr. Hugo Viens, physician compensation and the wage incentive will not solve the slowness and inaccessibility of health services. “I am convinced that with the current salary of the doctors, we can do better if we reorganize our ways of doing by investing in sectors that are in dire need,” he says. Areas such as the prevention to healthy lifestyle habits in schools or in home care is a priority, insists Dr. Just.

“It is necessary to increase the services offered to the elderly and guests with reduced mobility stuck at home, who are often forced to present themselves to the emergency room. This increases even more the speed of the service “, adds the president of the APS, Jérôme Di Giovanni.

“The health and social services account for over 50 % of the State budget, but the system is still struggling to meet the needs of patients and the population,” growls Dr. Hugo Just. It is, according to him, important to dedicate a budget clear, accurate and well-distributed at the disposal of the health system and social services. Claims that go against the current policy of the minister Barrette, he recognized.
