QUEBEC city | The mayor of Bordeaux and former French prime minister, Alain Juppé, believes that Canada must quickly make the distinction between migrants who are applying for asylum because they are persecuted, and those who do it to try to improve their economic situation.

“It is a duty to accommodate people who are persecuted in their countries of origin: this is called the asylum. But we know very well that the asylum is sometimes misused by economic migrants,” said Mr. Juppe, on the sidelines of a meeting with the prime minister Philippe Couillard, Quebec.

“You realize, after a certain time, that all the world was not entitled to asylum, then it poses problems of return in the country of origin”, he also said.

    The Distribution of wealth

Migrants in search of a better quality of life should not be left behind, explained Alain Juppe, stressed that the work should be done upstream.

“If we are not able to invest heavily to help these countries to take off economically, the migration flows will not be monitored,” he said.

The “main issue” with respect to migration flows is “the rebalancing of wealth to do in the world,” he continued.

“We must also help these countries to get out of them, he said.

Despite these few solutions, Mr. Juppé made it clear that it was not to Quebec city to give any advice on the migration policies to be adopted.
