BAIE-TRINITÉ | A mayor who has sexually assaulted an employee in the premises of the municipality and who resigned would still regularly in the premises of the municipality and could even receive a contract, which concerned Quebec who judge the situation as “worrying”.
The commission municipale du Québec will produce a report by December 1, on “the administration and enforcement of municipal by-laws in the Village of Baie-Trinité”. The department has commissioned the document in the face of the situation that it considers “of concern” in the municipality of 400 inhabitants, on the North Shore.
In August, you may recall that mayor Denis Lejeune resigned from his post after several years spent before the courts for sexually assaulting the secretary-treasurer in the offices of the municipality.
In a letter dated 28 September, the deputy minister of municipal Affairs, Marc Croteau, expressed several concerns about Baie-Trinité. He indicated that he had been informed by citizens of the presence of the ex-mayor in the offices of the municipality.
“The flow of information according to which the municipal council may wish to award a contract to the ex-mayor. Although I do not have information on the precise intentions of Baie-Trinité on this subject, I invite the elect of Baie-Trinité to be cautious and exemplarity,” one can read there.
The deputy minister reminds that elected officials and former elected officials must abide by their code of ethics and professional conduct. He says that the non-respect of the laws in relation to tendering of contracts can lead to prosecution before the courts.
Lack of collaboration
The lack of collaboration of the directors of the municipality, is also discussed in the letter.
“The city council and the staff of the Village are having difficulties to answer the questions of the Department with respect to the financial situation of Baie-Trinité and its healthy management”, is it mentioned.
More information requested by the ministry are slow to be transmitted, such as the financial report 2016 of the village, the list of contracts of at least$ 25 000, a copy of the code of ethics and professional conduct and a statement indicating that the members of the city council have made their declaration of pecuniary interests up to date.
