Saint-Martin serves as refuge to a contractor involved in the scandals of the McGill university health Centre.

In 2015, our Office of investigations had identified Jean-Loup Mouret in the Dutch part of the island. This contractor was a relative of Yanaï Elbaz. This former deputy director of the megahospital English would have earned$ 11.25 Million in bribes from SNC-Lavalin, according to the survey of the Unité permanente anticorruption (UPAC).

The companies of Mouret were obtained for more than$ 5 Million in contracts in the renovation of hospitals of the McGill university health Centre (MUHC). The contractor has then registered a company in Hong Kong, in which millions of dollars in bribes may have passed, according to the UPAC. Then he settled in his luxurious villa in Saint-Martin, with views of the sea.

Mouret is facing tax claims of hundreds of thousands of dollars in Canada. According to the latest information collected our Office’s investigation, he now lives in the French part of the caribbean island, in the northern half.
