LMDE or Smerep ? This year again, the corridors of all the universities of France have echoed the question of the ritual. Probably for the last time. In a joint press release, Frédérique Vidal, minister of higher Education, and Agnès Buzyn, minister of Health, have announced the programmed death of the student social security, which should be linked to the general regime, without a doubt for the start of 2018.

“The removal of the SRES (social security scheme for students, editor’s note) is a part of the slopes studied, many reports have shown that it tended to complicate access to care “, says the document, published last Thursday. The decision to entrust the fate of students in the general scheme had been announced by Emmanuel Macron during his campaign.

Opposed to the project, the Unef (the second student union close to the socialist party) denounces the willingness of the government of ” undermining a vital tool of self-government and to the health of young people “. On the side of the Fage, which is now the leading student union in front of the Unef, we rejoice, on the contrary, the disappearance of a system that has long been denounced as a corporatist and ineffective.

A chorus of criticism of

Since its creation in 48, the security student is based on a delegation of management. When they blow out their twenty candles, the students are required to join the compulsory scheme via a mutual national, the LMDE, or one of the eleven mutual regional (Smerep, Smeco, etc). These mutual students manage the health care reimbursement account for the health insurance, in exchange for financial compensation.

But that reproach to the health clinic student ? The list is long. In 2013, the Court of auditors issued a stinging rebuke to his mode of management “singular and little box” and ” quality of service inadequate.” A violent blow, in the jargon policed street Cambion. A year earlier, a report by the Senate étrillait the “complexity cock-and-bull” of the plan, which is an exception in Europe, where students are generally housed in the same boat as the employees.

What about mutual regional ?

In 2014, the association of consumers UFC-That-Select, in collaboration with the Fage, the first student union, have listed the grievances of the students against their mutual. Most of the complaints on the repayment problems (delays, poor management) and the difficulty to get in touch with their body, not to mention the difficulty in obtaining a carte Vitale. All this for a membership transient by nature : three years on average.

The LMDE was particularly challenged. Having accumulated debts colossal, the main mutual student has been attached to the health clinic in 2015, with the key improvement of the service rendered, and a decrease in management fees. If the government is going to the end of his project, it’s all of the mutual student who will withdraw the administration of the plan mandatory, with an uncertainty on the fate of mutual regional.
